Description
This notice serves as a presolicitation notice / procurement synopsis. The Air Armament Center, Armament Directorate, Advanced Programs Division, Systems Interface and Integration Branch Contracting Office, AAC/EBSN/EBSK, located at 207 West D Avenue, Building 349, Suite 626, Eglin Air Force Base, FL, 32542, intends to award one (1) sole source contract to General Dynamics Armament and Technical Products, Inc., 326 IBM Road Building 862, Williston VT 05495-7907. It is anticipated that the total contract period of performance will not exceed eight (8) months from time of award and will have an estimated value of $1,000,000.00. The contractor shall evaluate the suitability, reliability and safety of PGU-28A/B ammunition in the F-22A aircraft's M61A2 gun and linear linkless ammunition feed system. The contractor shall identify test requirements, develop a test plan, perform tests that evaluate the effects of the round on the gun and feed systems, and produce a test report documenting the suitability, reliability, and safety of firing and cycling the round in the gun and handling system. Testing should determine the effects the gun and feed system have on the ammunition and the effects the round has on the gun and feed system during cycling and firing. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source". Any Offerors responding to this notice must provide evidence of capability to perform the above requirements to include the detailed knowledge and capabilities of the F-22A aircraft's M61A2 gun and linear linkless ammunition feed system and associated ground handling equipment. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. All responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. Interested responsible sources may identify their interest and submit a capability statement in response to this notice. The Government will not be responsible for any costs incurred preparing proposals in response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of Offerors or potential Offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
