- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Permaswage SA, Gardena, CA (also known as Designed Metal Connections, Inc.) to manufacture and deliver six (6) each Permaswage Hydraulic Tube Repair Sets, P/N DLTFRPSKT3016, used to mechanically swage a Permaswage fitting on the tube by a manually operated tool. This repair kit is comprised of the necessary accessories such as tube cutters, de-burring tools, marking tools, hose extensions and hand-pump. The repair kit supports repair of hydraulic tubing sizes -4,-6,-8,-12 used on the H-60 aircraft. This requirement is for certain Hydraulic repairs that cannot use Rynglok fittings due to clearance issues. The use of Permaswage Fittings is cited in NAVAIR 01-1A-20 Aviation Hose and Tube Manual for tubing repairs. The Government intends to procure these items under the authority of 10 USC 2304 (c)(1), as prescribed by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. Permaswage is the Original Equipment Manufacturer (OEM) of the specified Hydraulic Tube Repair Sets; and as such they are the only vendor with the knowledge and proprietary data to develop and manufacture these items. This will be a limited competition procurement with the OEM or its authorized distributors/re-sellers. The Government intends to procure this equipment from the lowest priced responsible offeror among Permaswage, Inc. and those authorized distributors/resellers that can provide the designated equipment and the manufacturer warranty. This notice of intent is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
