- Questions received & responses are provided:: QUESTION ONE: I note on page 19 that my quote should include state and federal taxes. Working with the military we never charge tax as they are exempt, is the Burea of Indian Affairs not exempt? RESPONSE: DOD tax exemptions do not apply to civilian agencies. The contractor is required to contact their respective State Department of Revenue to inquire if they are liable for any taxes when conducting business w/ the Dept. of Interior. The percentage does vary from state to state. The same applies to Federal taxes - only the IRS can tell you what Federal taxes, if any, are applicable. QUESTION TWO: I also did not note any packaging requirements, is it standard commercial to ASTM 3951? RESPONSE: The specification does not require specific packaging, that is up to the contractor and his supplier. It is their responsibility to ship the transformers via FOB Destination so they arrive in good condition, undamaged, and can be unloaded by fork lift.
