Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government intends to award a firm, fixed-price sole-source contract to First RF Corporation 4865 Sterling Drive, Suite 100, Boulder CO for a quantity of 800, FRF-105D Antennas. This procurement will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by F.A.R. 6.302-1. If the Government were to procure antennas other than those that have been procured from RF Corporation, that have been through qualification testing, additional testing would be required. The testing would delay this requirement approximately six to twelve months which is an unacceptable delay in getting the items to the fleet. It is anticipated that the delivery terms will be F.O.B Origin RF, Boulder CO. Delivery is required to begin within 90 days from receipt of order with final delivery within 120 days of contract issuance. NSWC Crane does not intend to issue a formal solicitation. Instead the Navy will send the sole source contractor a draft contract for review. All responsible sources may inquire into the specific terms and conditions included in the draft contract and may submit a capability statement or proposal which will be considered by this agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
