- The DLA Troop Support, Philadelphia, PA, Medical Directorate intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 13.106-1(b) to General Electric Company (GE), 3000 N. Grandview Blvd, W-443, Waukesha, WI 53188-1615 for a 1 month service maintenance agreement to cover the GE Digital Imaging Network-Picture Archive & Communication System (DIN-PACS) software/equipment systems installed at the following six (6) locations: 1) Madigan Army Medical Center, Ft. Lewis, WA 2) Weed Army Community Hospital, Ft. Irwin, CA 3) Bassett Army Community Hospital, Ft. Wainwright, AK 4) Brooke Army Medical Center, Ft. Sam Houston, TX 5) Brian Allgood Army Community Hospital, Seoul Korea 6) Tripler Army Medical Center, Honolulu, HI This order for maintenance of GE Digital Imaging Network Picture Archive Communication Systems (DIN-PACS) for the six (6) army locations will be placed on a sole source basis with GE as the following circumstance in FAR 13.106-1(b) applies: only one source is capable of providing the services required at the level of quality required because the services are unique or highly specialized. GE is the only vendor who is able to perform maintenance services on its GE Medical Systems DIN-PACS and maintain the installed systems performance. DIN-PACS is a commercial network of high technology digital medical devices regulated by the FDA. They are designed to acquire, transmit, display and store diagnostic imaging studies and related information. DIN-PACS provides for teleradiology, or the electronic communication of medical radiology images and results. DIN-PACS systems include propriety hardware and software. Proprietary clinical software used in DIN-PACS requires licenses. Only the manufacturer providing that software can provide licenses for the software. Upgrades to system software can only be provided by the manufacturer as these are FDA approved medical devices The estimated value of this contract action is $117,240.53. The effective period for the maintenance service will cover from 06 March 2012 through 05 April 2012. The North American Industry Classification (NAICS) Code is 423450, Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers. The anticipated award date 05 March 2012. This notice is not a request for competitive quotes; however, that all responsible sources and interested parties may identify their interest and capability to meet the requirements by submitting technical data for this requirement and past performance data within 7 calendar days of this notice posting (no later than 01 March 2012), by 12:00 PM EST, to Katie Hughes, via email at Katie.Hughes@dla.mil, which shall be considered by the agency. Please note telephone calls will not be honored. DLA Troop Support intends to solicit this requirement orally in accordance with FAR 13.106-1(c), thus no written solicitation will be issued.
