- This is a combined synopsis/solicitation issued for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items and FAR Part 13 Simplified Acquisition Methods, as supplemented with additional information included in this notice and in accordance with FAR11.104 use of =BFbrand name or equal=BF purchase descriptions. This announcement constitutes the only solicitation; a =BFBrand Name or Equal=BF firm fixed price quotation is requested and a written solicitation will not be issued. The solicitation number is L12PS00146 and is issued as a request for quotation (RFQ). This request does not commit the government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55 effective February 2, 2012. This is a =BFBrand Name or Equal=BF, 100% small business set-aside requirement under NAICS 423820 with a size standard of 500 employees. The Government reserves the right to issue an order based on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. Award will be made to the vendor whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this competition will be obtained through a lowest priced technically acceptable evaluation. Vendors must identify the model number of their quoted product and MUST submit itemized technical specifications that address the enumerated requirements of the =BFSalient Characteristics=BF to facilitate a comprehensive Government evaluation. The Bureau of Land Management (BLM), Amarillo Field Office has a requirement for the purchase, delivery, and demonstration of a Tractor Mounted Tree Cutting Implement that is Brand Named or Equal to the TR3200 Turbo Saw Tractor Saw. Specifications for this requirement can be found at http://www.fedconnect.net - Reference Solicitation L12PS00146. The following FAR provisions and clauses are applicable under this synopsis/solicitation: 52.212-1 Instructions to Offerors =BF Commercial Items, 52.212-2 Evaluation =BF Commercial Items, 52.212-3 Offeror Representations and Certifications =BF Commercial Items, 52.212.4 Contract Terms and Conditions =BF Commercial Items, 52.212.5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders. Offers can also be faxed to 806-356-1041. Offers must be submitted on Form SF 1449 or company letterhead with contact information including vendor DUNS#, and are due no later than 3:00 P.M. (CST) on March 2, 2012. Questions regarding this RFQ should be submitted in writing to David Munford no later than February 27, 2012. Offers not submitted by the closing date may be rejected as untimely.
