Description
The National Highway Traffic Safety Administration (NHTSA) currently owns MATLAB software licenses and contracts for maintenance. Extension of MATLAB licenses and renewal of maintenance required. NHTSA has been using MATLAB for the past 17 years to support vehicle research with modeling, simulation and analysis tools. MATLAB is a highly complex and technical software that performs sophisticated mathematical analysis on both the desktop and server-based computers. Therefore the continued use of MATLAB as the research tool for day-to-day research is absolutely vital and in the Governments best interest. The NHTSA, US Department of Transportation intends to negotiate on a sole-source basis, with The MathWorks, Inc. of Natick, MA to extend the software licenses and maintenance coverage though February 28, 2013. The effective date of the order will be March 1, 2012. This sole-source procurement is processed under 41 U.S.C. 253(c)(1) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any vendor that believes it can meet these requirements stated above may give written notification to the Contracting Officer within 10 days of the posting date of this announcement. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Capability statements may be sent to the Contracting Officer at Shannon.Reed@dot.gov. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the National Highway Traffic Safety Administration (NHTSA) will proceed with the sole source procurement to The MathWorks, Inc. Cost associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the vendor and these costs will not be reimbursed by the Government.
