- ALL QUESTIONS RELATIVE TO THIS SYNOPSIS SHALL BE ADDRESSED TO MARIANNE CAMPBELL @marianne.r.campbell@nasa.gov. NO QUESTIONS WILL BE ANSWERED OVER THE PHONE.NASA/MSFC has a requirement for Dynamic Mechanical Analysis Equipment. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writting to the followingaddress: marianne.r.campbell@nasa.gov no later than 228/2012. Prospective quoters shallnotify this office of their intent to submit a quotation. It is the quoter'sresponsibility to monitor this site for the release of amendments (if any). Potentialquoters will be responsible for downloading their own copy of this notice, the on-lineRFQ and amendments (if any).1852.215-84 Ombudsman. As prescribed in 1815.7003, insert the following clause: OMBUDSMAN (NOV 2011) (a) An ombudsman has been appointed to hear and facilitate the resolution ofconcerns from offerors, potential offerors, and contractors during the preaward andpostaward phases of this acquisition. When requested, the ombudsman will maintain strictconfidentiality as to the source of the concern. The existence of the ombudsman is not todiminish the authority of the contracting officer, the Source Evaluation Board, or theselection official. Further, the ombudsman does not participate in the evaluation ofproposals, the source selection process, or the adjudication of formal contract disputes.Therefore, before consulting with an ombudsman, interested parties must first addresstheir concerns, issues, disagreements, and/or recommendations to the contracting officerfor resolution. (b) If resolution cannot be made by the contracting officer, interested partiesmay contact the installation ombudsman,http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Concerns, issues, disagreements,and recommendations which cannot be resolved at the installation may be referred to theNASA ombudsman, the Director of the Contract Management Division, at 202-358-0445,facsimile 202-358-3083, e-mail james.a.balinskas@nasa.gov. Please do not contact theombudsman to request copies of the solicitation, verify offer due date, or clarifytechnical requirements.
