- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Department of Veterans Affairs, Veterans Health Administration, SAO-EAST, NCO 4, and National Center on Homelessness among Veterans intend to award a sole-source, firm fixed contract in accordance with FAR Subpart 6.302-3. This requirement is for the provision of a HUD-VASH Evaluation & Exit Study. The Government intends to make a sole source award to the University of Pennsylvania, 3451 Walnut Street, Philadelphia, PA 19104 under NAICS Code 611310. The solicitation will not be posted. The University of Pennsylvania will support the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Veterans Affairs' (VA) ongoing research to support the evaluation and promote the implementation of best practices for HUD-VA Supportive Housing projects. The primary results of this study will determine: "Barriers for participating veterans accessing housing "Long-term stabilization of participants "Reasons participants exited program The VA's National Center on Homelessness among Veterans will lead the nation-wide study.
