The contractor shall provide to the Volpe Center access to a wide range of material on transportation issues covering scientific and technical areas, social science areas, and policy and federal and multi-state regulation areas. The contractor shall be required to provide to the Volpe Center direct access to photocopy requests and reference services via interlibrary loans with the Volpe Center library. The anticipated period of performance is five years with a base period of one year and four, one year options. A market survey was conducted between April-October 2011 and the results of this survey support our determination to solicit and negotiate with only one firm.
