- Q&A between industy/government. Amendment to the solicitation. The Defense Human Resources Activity (DHRA), on behalf of the Defense Manpower Data Center (DMDC), intents to award on a competitive basis a contract for analytical support personnel program and policy studies and analyses to facilitate Department of Defense (DoD) human resources strategic planning. A detailed description of the requirement, the CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. The solicitation number is H98210-12-R-0004 and issued as a request for proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-55, effective 03 Jan 2012, and DPN 20111220, effective 20 Dec 2011. This requirement is being advertised on an unrestricted basis; there is no set-aside. The NAICS code is 541720 and the small business size standard is $7 million. Contract award type shall be a Firm-Fixed Price, Requirements Contract. The Period of Performance shall be July 26, 2012 to March 25, 2013 (eight months) with two twelve month Option Periods. Delivery shall be designated on each individual delivery/task order. FOB Destination. Offerors shall submit their proposals in accordance with the submission instructions contained in this solicitation. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date.
