Description
This is modification # 1 to the synopsis entitled Engineering Fabrication Services,NNJ12414076L which was posted on November 8, 2011. NASA/JSC is seeking contractor input on the potential procurement approach for operatingand maintaining the Engineering Directorates core manufacturing infrastructure. Thisinfrastructure produces world-class hardware products ranging from prototypes tospaceflight hardware. JSCs fabrication capabilities are in four distinct areas:Production Operations, Manufacturing Engineering, Advanced Manufacturing Processes, andManufacturing Outreach.Production Operations includes- Professional workforce with Controlled Hardware Processing Experience- Qualified/Certified Personnel:- - Certified Weld Technicians- - ESD Certified Technicians- - Certified Clean Room Technicians- - CWI and NDE Technicians- - CNC Programmers- - CMM Operators- Technical Process Expertise - - CNC Machining, Welding, Complex Assembly, Cleaning, Heat Treating, Soft Goods, SheetMetal Fabrication, Metal Finishing, Model Shop- Machine Direct from CAD Models or Drawings- Controlled Storage for Managing Large Projects With Manufactured and Purchased HardwareStaging and Kitting- Complete Express Fabrication Shop- Work Order Creation and Flow Between Work Centers- Material Ordering- Outsourcing to Vendors- Rapid Response - Schedules & Forecasts- Inventory Control- Equipment and Facility ManagementManufacturing Engineering includes- Drawing Review and Estimates- Design for Manufacturability- Design Reviews Participation- Process Development and Improvement- Design SupportAdvanced Manufacturing Processes includes- Out of Autoclave Composites- Load Bearing Fabrics- Direct to Metal Additive Manufacturing- In-Situ Manufacturing- Rapid Prototyping- Friction Stir Welding- New Process DevelopmentManufacturing Outreach includes- Manufacturing Training for Design Engineering- Academia Relationships and Internships- Hands on Training Please provide your thoughts on the following questions. Responses must indicate whatquestion you are addressing. 1.What contract-type (firm-fixed price, cost reimbursement, etc.) do you believewould be best for this potential procurement based upon the capabilities noted above?2.How would your proposed contract-type incentivize a contractor to perform highquality work at a reasonable price? What types of incentives are considered mosteffective as they relate to contract types, e.g., incentive fees, award fee, and/or otherappropriate incentives for contract performance?3.JSC currently uses EPICOR for workflow planning and scheduling tools/processes. Do you have any suggestions for better workflow tools/processes?4.What innovative methods have you seen or implemented for job planning in aprototype or one-off manufacturing/fabrication environment? 5.What are your thoughts on performing end to end production without your ownin-line quality, instead relying on government quality inspection?
