- FA8751-12-Q-OIST Justification and Approval The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with Swager Communications, Inc, 501 E. Swager Dr., Fremont, IN 46737 to alter the WPAFB C-band tower by cutting and replacing structural members to accept a retro-fitted hoist, electric connections, and trap door, and to add motorized travel capability to an overhead hoist. Though this notice of intent is not a request for competitive quotations, information received by the closing date of the notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
