- Ground Mobility Vehicle (GMV 1.1) Pre-Solicitation Announcement Contracting Office Address: U.S. Special Operations Command, Headquarters Procurement Division, 7701 Tampa Point Blvd, MacDill AFB, FL, 33621-5323 Description The United States Special Operations Command (USSOCOM), Directorate of Procurement has a requirement to purchase a Non-Development Item (NDI) vehicle with Special Operations Forces (SOF) peculiar modifications. This vehicle will be a highly mobile, C/MH-47 transportable platform with associated manuals, spare parts, mechanical/operator training, and a Government furnished C4ISR suite. This procurement will be accomplished using full and open competition with the intent of awarding a seven year Indefinite Delivery/Indefinite Quantity (IDIQ) type of contract, issuing Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) delivery orders. Offerors will be required to provide a product sample as part of the proposal. The sample vehicle is not required to be fully production representative, however it must demonstrate that it is a mature design and with minor engineering effort, capable of meeting the production requirement. It is the Government's intent to release a Request for Proposal (RFP), H92222-12-R-0003, which will be posted on this FEDBIZOPPS (FBO) website in the weeks following this announcement. The North American Industry Classification System (NAICS) code for this procurement is 336112, with a small business size standard of 1,000 employees. A small business subcontracting plan is required for all offerors that do not meet the small business size standards under this NAICS. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). This synopsis shall not be construed as a Request for Proposal or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. No other program information related to total dollars available, total quantity of vehicles authorized, or timeline for official solicitation is available at this time, other than as provided below. USSOCOM will continue to post information in accordance with the Federal Acquisition Regulation (FAR) to FBO after finalization of the acquisition documents. The Government has received recurring questions and comments from Industry relative to the Ground Mobility Vehicle Program. This announcement will address the following areas: 1. Budget 2. Quantities of Vehicles to be procured Budget: The recurring questions have been regarding the Fiscal Year (FY) 2012 and FY2013 President's Budget position, and its effect on the GMV1.1 acquisition. The Government will not address specific dollar figures by year. However, there are Research Development Test and Evaluation (RDTE) funds planned for this effort in FY12 and FY13, followed by procurement funds planned beginning in FY14. Quantities of Vehicles to be procured: USSOCOM has an approved Capability Production Document (CPD) that requires 1297 GMV1.1 vehicles to achieve Full Operational Capability.
