Description
The U.S. Department of Energy (DOE), Strategic Petroleum Reserve (SPR), is providing a draft Request for Proposal (RFP) No. DE-SOL-0003490, entitled "Management and Operation of the Strategic Petroleum Reserve". The SPR is seeking comments from industry, the public and other stakeholders on the draft RFP. We would appreciate your comments on all aspects of the draft RFP with particular attention to the terms and conditions of the contract, the evaluation criteria in Section M, and the proposal preparation instructions in Section L. In addition, your comments on the general clarity and consistency of the draft RFP, as well as the appropriateness of the proposal preparation period, are solicited. Please note that, as stated in Section M of the solicitation, proposing any exceptions or deviations to the terms and conditions of the resulting contract may render the offer unacceptable for award without discussions. Therefore, if you have concerns over specific terms and/or conditions of the draft RFP, this comment period is the proper time to raise them. The primary mission of the SPR is to store and maintain operational readiness to distribute petroleum, thereby diminishing the impact of disruptions on petroleum supplies and to carry out the obligations of the U.S. under the International Energy Program. The Contractor will be required to manage and operate the petroleum storage facilities in a safe, effective, efficient, and environmentally compliant manner. The current management and operating contract with DM Petroleum Operations Company expires on March 31, 2013. The DOE anticipates issuing the Final RFP in the 3 rd quarter of Fiscal Year (FY) 2012, with offers due in the 4 th quarter of FY 2012. The DOE contemplates award of a cost-plus-award-fee (CPAF) performance based management and operating contract with a base term of five (5) years with an option to extend the term of the contract for an additional five (5) years, for a total contract period of ten (10) years. The North American Industry Classification System (NAICS) code for this effort is 561210 with a size standard of $35.5 million. The magnitude of the proposed Contract is estimated at $140 million per annum. A website has been established at http://sps.spr.energy.gov/SEB/, which will be utilized to disseminate information relating to this acquisition. This website will be the principle distribution medium for the draft Request for Proposal, notices, tours, changes, questions and answers, or any other pertinent information. Both the draft RFP and final RFP (and Amendments, if any) will be transmitted through the Governmentwide Point of Entry (FedBizOpps). It is strongly advised that interested offerors frequently check the SPR website. Proposals are NOT requested at this time and will not be considered. DOE requests that all comments and/or inquiries for the draft RFP be submitted via email to Kelly Gele, Contracting Officer, at SEB@SPRSEB.com on or before March 16, 2012. Written inputs submitted to this address, on or before this date, relative to the draft RFP will be considered and may be posted to the SPR website established for this solicitation. The Contracting Officer is the sole point of contact during the conduct of this procurement. The information requested does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result in replying to this notice. This notice should not be construed as a commitment by the Government for any purpose.
