- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a firm fixed price contract to the successful offeror. Commercial Items purchased under FAR Part 12 may be awarded without Discussions, but the Government reserves the right to conduct discussions if the contracting officer determines they are necessary. Solicitation Number W9124Q-12-R-0006 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-48 dated 31 January 2011. This acquisition will be conducted in accordance with FAR 15, Commercial Items. This will be a 100% Small Business Set Aside. The applicable NAICS code is 334419 with a size standard of 500 employees. Payment will be made by the Defense Financial and Accounting System (DFAS); therefore, you must be registered in the Central Contractor Registration (http://www.ccr.gov/), as well as, Wide Area Work Flow (https://wawf.eb.mil/). Award shall be made to the LOWEST PRICED TECHNICALLY ACCEPTABLE offeror; All items must be an exact match. APOGEE MUX\DEMUX TELEMETRY EQUIPMENT, MODULES, AND CARDS No partial shipments unless otherwise specified at time of order New Equipment ONLY. NO USED OR REMANUFACTURED PRODUCTS WILL BE ACCEPTED. No GREY market items. Submitted Quotes will be valid for 30 days after the solicitation closing. Shipping must be FOB Destination CONUS (Continental U.S.). The Systems Engineering Directorate, Sensor Division has a requirement to purchase Apogee MUX\ DEMUX telemetry equipment, modules and cards, at White Sands Missile Range. Specifications for the Apogee equipment are listed below. Offers must include all requested items in order to be considered for this procurement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability exact match of the item offered to meet the Government requirement; (2) price; (3) delivery terms. The Government intends to award to one vendor on an all or none basis. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors must submit, along with their offer, a copy of the completed representations and certifications as prescribed in FAR provision 52.213-3, Offeror Representations and Certifications-Commercial Items (Aug 2009). Proposals must be submitted, signed, and dated by an authorized individual of the company, The Government believes that only one responsible source, Apogee Labs, can provide the equipment that will satisfy WSMR requirements. This combined synopsis/solicitation constitutes the total solicitation. There will be no other formal Request for Quotes (RFQs), or other information regarding these requirements.
