Description
The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), intends to procure one year preventative maintenance agreement for the FEI Tecnai20 Transmission Electron Microscope (TEM) from FEI, 5350 NE Dawson Creek Drive, Hillsboro, OR 97124. The Institute intends to purchase this service by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. Services in the proposed contract include but not limited to: scheduled maintenance, unscheduled maintenance, telephone support, and replacement parts and components to manufacturer's specifications. Vendor shall be able to provide/perform the actual services needed under this service agreement. FEI is the only authorized service (repair and maintenance) provider for the Tecnai20 TEM machine. The Tecnai20 is a highly specialized and technical instrument, therefore requires specially trained personnel to manufacture, install, and maintain it. FEI is the only organization that can offer engineers trained by the manufacturer to provide service and maintenance on this machine. FEI employs said specially trained personnel. This notice of intent is not a request for competitive quotations; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. Offerors may request a copy of the Request for Quotation (RFQ) in writing to the Contracting Office Address listed or via email to: muckt@mail.nih.gov prior to the closing date of this notice or before March 2, 2012 at 10:00 am EST.
