This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 124L10000048 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The associated North American Industrial Classification System (NAICS) code for this procurement is 423810 with a small business size standard of 100.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-03-08 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Durango, CO 81303 The Bureau of Reclamation requires the following items, Meet or Exceed, to the following: LI 001, BackHoe - Mfg John Deere Model 310SJ 4x4 IT3 Equipped with Deluxe Pressurized Cab w/HTR and A/C, Air Suspension Seat, Tilt Steering Wheel, Front and Rear Window Washer/Wiper Pkg, 2 Lever Door Controls w/extendable Dipperstick, 1,250 lb Front Counterweight package, Ride Control Pkg, IID 410K Backhoe Dig Cylinder 4x4 MFWD Guard Pkg, Diagnostic Oil Sample Ports, 1.3 Cu Yard Loader Bucket with Bolt on Cutting Edge, Electric Ether Star Aid, 2 ea HD Batteries with Disconnect, Engine Coolant Heater, Extended Stabilizer Option, Lockable Tool Box, 12.5/80-18 Front Tire Pkg., 19.5L-24 Rear Tire Pkg, JD Link Machine Monitoring system, Roof Mounted Beacon, SMV Placard, 24-inch 8.8 cu ft HD Hi Capacity Backhoe Bucket w/Universal Deere/CAT/Case Quick Coupler, Hi Temp/Hi Altitude Cooling Pkg, Front Sun Visor Anti Theft Plus all standard equipment. Requirements:1. The Deere has fide control - A feature for driving the machine on the road 2. It's US Built 3. The engine is a wet sleeve engine as compared to a dry sleeve 4. This model has an upgraded dig cylinder. This is a must since the stock cylinder on the machine is subjected to frequent failures.5. This model has flat glass at the rear of the cab. When the flat glass gets broken and is a lot cheaper to replace.6. The engine has a torque rise of 44%. This determines how much you can lug the engine prior to any significant damage or wear.7. This model is a true four wheel drive. Some models i have looked at have a limited slip drive.8. This model has a 1.3 CU. Yd. front loader bucket. Slightly larger then some.9. This model has a 93 net horse power engine with a power slip transmission. Acceptable Mfg Products Must Have Salient Characteristics. Acceptable Mfg Equipment: Caterpillar, 1, EA; LI 002, 12-Inch HD Hi Capacity Backhoe Bucket w/Pin Attachment for the Backhoe, 1, EA; LI 003, 1 Set CTI Model 40 Hang on Fron Forks Attachment for the Backhoe, 1, SET; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Reclamation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Reclamation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
