Description
Past Performance Questionnaire Past Performance Experience Form Performance Work Statement Offerer Submission Package SP0600-12-R-0514 Solicitation SP0600-12-R-0514 Contractor-Owned, Contractor-Operated (COCO) Fuel Storage Facilities and Service is required to receive, store, protect and ship one grade of US Government-owned petroleum products, JP8 (Fuel Aviation Turbine) to Speyer, GE for a five-year basic contract with one 5 year option. This services requirement is for commercial fuel storage facility with the capability to receive and ship via ocean going tank/barge on a 24 hour day, seven day per week basis at pumping rates compatible with the mode of transportation tendered. Berthing and mooring facility shall be capable of handling a minimum 46,000 dead weight ton (DWT) vessels with an overall length of 800 feet with a minimum of 45 feet at mean low water (MLW) from the Contractor's berthing and mooring facility to the open ocean. All storage is requested at a single location. AREA OF CONSIDERATION: Speyer Germany GRADE OF PRODUCTS: JP8 (Fuel Aviation Turbine) STORAGE REQUIREMENT:135,000 barrels (21,463 cubic meters) of JP8 (Fuel Aviation Turbine) fill capacity is required with a minimum of two (2) tanks interconnected and isolated from other facilities. ESTIMATED THROUGHPUT: Estimated throughput for this requirement is 340,000 barrels of JP8 each 12 month period excluding initial fill and final shipment. The solicitation will be issued on February 21, 2012 and the Request for Proposal (RFP) closing date will be April 4, 2012. This procurement is unrestricted. Lowest Price Technically Acceptable procedure will be used in this procurement. All responsible sources may submit a proposal which shall be considered.
