- This is a Notice of Intent to award a Sole-Source contract to Olofson Environmental, Inc. of 2612 A 8th St. Berkely, Ca, 94710. The contract will be for bird surveys. The project titled Marshbird Monitoring in the San Francisco Estuary requires a significant number of survey (75) within less than 3 months. The work requires that access to all federal and non-federal lands for surveys have been acquired, federal and state endangered species/recovery permits are current, and have trained and permitted staff are available to meet project requirements. Olofson Environmental, Inc. is the only known source that can meet Agency requirements at this time. The marsh bird survey project requires the expertise of trained and permitted California Clapper Rail surveyors to begin surveys by Feb. 1, 2012. Olofson Environmental has staff members that are already trained and permitted to survey for the federally endangered California Clapper Rail and they already have agreements in place to access all required public and non-public lands for surveys. It would take substantial duplication of time and money for another company to offer similar services that would meet these requirements, and these costs are not expected to be recovered through competition. The time sensitivity of the project makes it extremely unlikely that another company would be to obtain the required federal permits and access to field sites in time to begin surveys by March 1st.
