- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers is soliciting for quotes to provide sewage pumping services at Leech Lake Recreation Area, Federal Dam MN. The solicitation number W912ES-12-T-0055 is issued as a small business set-aside. Quotes must be for one base year and three option years. The solicitation will be issued in accordance with FAR Part 12, and evaluated in accordance with FAR Part 13. The requirement calls for furnishing all plant, materials, equipment, fuel, disposal, and supplies necessary to perform sewage pumping services in accordance with the scope of work. In order to be considered for award, the contractor must submit hard copy documentation regarding the Minnesota Pollution Control Agency (MPCA) and other certifications/licenses for hauling/handling wastes, and disposal locations, including maps, drawings, site investigations and required certifications for land disposal of waste in accordance with the Environmental Protection Agency's (EPA) 503 Standards. The contractor must submit for approval information regarding where seed sludge will be obtained. The season period of performance is 01 April through 31 October. Award will be made to the offeror with the ability to fulfill the aggregate of the requirements. The resultant contract will be a Firm-Fixed Price Contract. The anticipated contract start date is 01 April 2012. The solicitation is set-aside 100% for small business concerns and the size standard is $7M dollars. The associated NAICS code is 221320. Offeror must be registered in the Central Contractor Registry located at www.ccr.gov prior to contract award. A determination by the government to not award based on the responses to this solicitation is solely within the discretion of the government.
