Description
This announcement is to small business, 8(a) Small Business, HUBZone Small Business, and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the Mid-Pacific Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $33.5. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $10,000,000 and $25,000,000. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work. Work is located approximately 7 miles south of Dos Palos, California in Fresno County All interested parties are encouraged to respond to this notice, by e-mail to jstuart@usbr.gov not later than 10:00 AM PST on 03/05/2012. The information provided in this announcement is all information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. The purpose of this project is to design and construct the San Luis Demonstration Pumping Plant. Work to be performed includes:A. Existing Conditions: 1. Removing concrete covers from existing tile sumps.B. Concrete: 1. Constructing cast-in-place reinforced concrete for building and structure foundations, tank and equipment foundations, parking slabs, pipe trenches, and pipeline anchor blocks. 2. Constructing site-precast reinforced concrete covers for existing tile sumps.C. Metals: 1. Furnishing and installing structural steel, steel joists, and cold-formed metal framing. 2. Furnishing and installing fabricated metalwork for pipe guardrails; frames, covers, and gratings for pipe trenches; pipe supports; access hatches for tile sumps; and access stairs.D. Openings: 1. Furnishing and installing hollow steel doors and frames, motor-operated roll-up service doors, chain-operated roll-up service door, and glazed steel windows for treatment building.E. Finishes: 1. Furnishing and installing metal suspension systems for gypsum board ceilings, gypsum board for interior walls and ceilings, ceramic tile wall and floor finishes, metal suspension systems and lay-in panels for acoustical ceilings, and vinyl wall base.F. Specialties: 1. Furnishing and installing property protection sign, parking signs, metal toilet partition, toilet accessories, fire extinguishers, and metal clothing lockers.G. Furnishings: 1. Furnishing and installing manufactured kitchen casework, fabricated quartz countertop for break room, and fabricated quartz bench for toilet room.H. Special Construction: 1. Designing, furnishing, and installing metal canopy systems for equipment. 2. Designing, furnishing, and erecting pre-engineered metal building system with steel framing, preformed factory-insulated metal roof and wall panels, translucent polycarbonate wall panels, and metal gutters and downspouts. 3. Designing, furnishing, and installing pre-engineered modular structure with metal roof, walls, and door.I. Fire Suppression: 1. Designing, furnishing, and installing wet pipe sprinkler system, clean agent fire extinguishing system, and horizontal centrifugal fire and pressure maintenance pumping units with motor controllers.J. Plumbing: 1. Furnishing and installing plant auxiliary water systems; self-cleaning strainer; plant drain, waste, and vent system; on-site sewage disposal system; sump pumping system; compressed air system; booster pumps; domestic water storage tank; and plumbing fixtures and trim.K. Heating, Ventilating, and Air-Conditioning (HVAC): 1. Furnishing and installing HVAC systems.L. Integrated Automation: 1. Furnishing and installing control and monitoring systems.M. Electrical: 1. Furnishing and installing 600-V motor control equipment, engine-generator set grounding system, electrical conduit, conductors, interior and exterior lighting systems, and electrical distribution and control equipment. 2. Furnishing and installing buried and submerged cathodic protection systems.N. Electronic Safety and Security: 1. Designing, furnishing, and installing fire detection and alarm systems. 2. Designing, furnishing, and installing security and surveillance systems.O. Communications: 1. Furnishing and installing radio equipment and telephone system.P. Earthwork: 1. Clearing and grubbing work areas of vegetation and rubbish. 2. Stripping topsoil from work areas. 3. Excavating earth materials for site grading and construction of structures and pipelines. 4. Dewatering materials to be excavated, removing water from work areas, and controlling water to prevent flow of water into excavations and work areas. 5. Furnishing, placing, and compacting materials to backfill excavations. 6. Furnishing, placing, and compacting gravelfill. 7. Furnishing and placing controlled low strength material (CLSM) for bedding pipe. 8. Furnishing, placing, and compacting materials for embankments. 9. Constructing aggregate piers.Q. Exterior Improvements: 1. Furnishing, placing, and compacting gravel surfacing. 2. Furnishing and installing precast concrete parking bumpers. 3. Applying painted traffic stripes and markings to concrete parking slab.R. Utilities: 1. Furnishing and installing magnetic flowmeter systems in tile sump pump discharge pipelines. 2. Furnishing and laying buried reinforced concrete pressure pipeline. 3. Furnishing and laying buried HDPE pressure pipelines. 4. Furnishing and installing precast concrete manholes for HDPE pipelines. 5. Furnishing and installing vertical turbine pumping units for existing tile sumps, horizontal centrifugal pumping units for booster pumping plant, and vertical turbine barrel pumping units for feed water pumps from equalization tanks. 6. Furnishing and installing steel regulating tanks. 7. Completing and abandoning existing wells.S. Waterway and Marine Construction: 1. Furnishing and installing trashracks. 2. Furnishing and installing steel piping and valves.T. Process Integration: 1. Furnishing and installing steel and plastic piping, double containment piping system, valves, instrumentation for process control, primary elements and transmitters, programmable logic control system, computer network system, and control panels and enclosures.U. Process Gas and Liquid Handling, Purification, and Storage Equipment: 1. Furnishing and installing end-suction centrifugal pumps, sump pumping equipment, microfiltration membrane equipment, reverse osmosis system, polyethylene plastic tanks, fiberglass reinforced plastic tanks, and pressure media filters.V. Pollution Control Equipment: 1. Furnishing and installing biological metals removal system.W. Water and Wastewater Equipment: 1. Furnishing and installing packaged water treatment system, mechanical filter press for sludge dewatering, liquid chemical feed systems, mixers, and inclined plate settlers. Central Contractor Registration (CCR), as required by FAR 4.1102, applies to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. The offeror is required to submit their Representations and Certifications, as required by FAR 4.1201 via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. The ORCA must be completed prior to award.
