Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to gain knowledge of interest, capabilities and qualifications of potential contractors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice. The Bureau of Reclamation, Lower Colorado Region has a requirement to provide and install time-transit, acoustic velocity meters (AVM) in the 4, twenty-two foot penstocks. Work to install the AVM's will include, but may not be limited to, installation of the transducers with an internal mount, installation of the wiring and cabling necessary for communications, and installation of the AVM electronics in the Parker Dam Control Room and at the penstock location. The AVM must be capable of 8 path measurement using a Jacobi-Gauss integration method, and have the capability to report the standard deviation of measurement and to calculate and report the uncertainty of measurement. AVM's must be capable of communicating in these communications protocols: MODBUS-serial via RS-485, MODBUS-TCP/IP, and 4-20ma with a minimum of 12 bit resolution. AVM must be capable of operating between ambient temperatures of 22-140F. AVM must be capable of accuracy 0.5%. Installation must meet the standards of ASME PTC-200X. The future solicitation will schedule a date for a site visit for vendors to inspect the site prior to submittal of proposals; an internal penstock inspection may or may not be possible based on plant operational schedule. Prospective vendors may be asked to demonstrate equipment capabilities on site at Parker Dam, CA. Vendors should be aware that Penstock 1 is a short length and they will be unable to achieve the typical 5 pipe diameters used to limit turbulence in the water during measurement and develop a plan to achieve optimum results in that condition. The proposed procurement instrument will be a firm fixed-price contract. This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables (Flow instruments, industrial process-type, manufacturing) with a small business size standard of 500 employees. Interested vendors are invited to submit capability packages describing the products/services they provide related to providing and installing the AVM's meeting the above requirements. Packages should include the following information: (1) Provide business name, address, business size and socio-economic type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. (2) Demonstrate the firm's experience by providing a list of projects completed where the work involved the design installation of AVM's in penstock sizes between 18-50 ft. completed within the past five years, and in which your firm performed the installation. Specify in the list the extent of work completed by your firm and that work which was subcontracted. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, the plant name, plant location, and the customer's contact name and phone number for the work completed. (3) Provide product data/catalogues of the types of time transit acoustic velocity meters available that may meet the above requirements including commercial catalogue prices if available.
