- The Naval Air Systems Command (NAVAIR) intends to issue a sole source cost-type Delivery Order under Basic Ordering Agreement N00019-10-G-0004 with Northrop Grumman Systems Corporation (NGSC) on continued risk reduction of the E-2D Joint Precision Approach and Landing System (JPALS) integration solution in support of the E-2D Advanced Hawkeye (AHE) Program. A portion of these tasks are to be listed as options to be priced and negotiated during the proposal process for future execution, as funding becomes available. The Joint Precision Approach and Landing System (JPALS) is a Global Positioning System (GPS)-base precision approach and landing systems. It is comprised of ship/land systems, aircraft systems and JPALS-specific data link using existing GPS satellites. The JPALS supports joint service (sea and land), civil and multi-national interoperability. The purpose of this procurement is to build on previous NGSC efforts in FY09 and FY10, continuing to define the necessary technical support and required modifications to existing E-2D avionics and providing technical support to reduce risk and refine the technical data necessary for the E-2D JPALS integration effort, currently planned to begin in FY16. NGSC is the sole designer, developer, systems integrator, and manufacturer of the E-2D AHE aircraft and weapon system and, as such, is the only source with the requisite knowledge, experience and data necessary to provide the required supplies and services. In addition, NGSC is the sole Contractor with the data necessary to successfully perform the tasks required to deliver the supplies and services needed to sustain and modify E-2D AHE aircraft and components. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. No solicitation document exists. See Note 22. This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as production for the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. However, all proposals received within thirty days after the publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
