- This is a Presolicitation Notice for the assessment of information and communications technology for education (ICT4E) in the Philippines. The purpose of this notice is to comply with the synopses and presolicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested vendors, especially local firms are encouraged to register themselves as an interested vendor. Please do not consider this announcement a Request for Proposal (RFP) and do not submit any proposals until a formal RFP is posted on this site. Pending approval of a Justification and Approval (J&A) to limit competition to local organizations and subject to availability of funds, the United States Agency for International Development Mission to the Philippines (USAID/Philippines) intends to issue a request for proposal (RFP) to select a contractor, under a fixed price instrument, that will undertake an inventory of current and ongoing information and communications technology for basic education (ICT4E) projects, assess the computerization and connectivity (C&C) project of the Philippines' Department of Education for public secondary schools, and provide key background data necessary to implement proposals in "All Children Reading: Grand Challenge for Development Pilot Programs in the Philippines" and integrate these with existing Philippine Government ICT and C&C plans.
