Description
RAF Lakenheath is seeking sources to provide occasional crane lifting services agreement within a four-hour response radius of RAF Lakenheath, United Kingdom IP27 9PN. Contracting Office Address Department of the Air Force, 48 CONS/LGCA, RAF Lakenheath, Unit 5070 Box 270, 09461-0270 Description RFI - crane lifting services agreement I. This is a request for information (RFI) for commercial items. This announcement constitutes the only such RFI at this time; estimates are being requested and a written solicitation will not be issued. An RFI is not an offer and, consequently, cannot be used to execute by the Government to form a binding contract. II. This RFI is issued IAW FAR Part 10 for market research. Submit written quotes (to include a price quote for ALL CLINS). III. Due to the overseas location of this RFI, no set-aside would be used. The NAICS code for this requirement is 238990. IV. This RFI is for the following brand name or equal commercial service: Crane Lifting Services. SPECIFICATION: 1a. The Crash Recovery section requires the providing of crane, along with a fully qualified crane driver dependent on what type of aircraft/equipment is required to be recovered. The size crane required will vary dependent on what load is to be recovered. At most, it must be able to lift a fully loaded F15 aircraft/equipment up to the weight of 81,000 lbs from ground level and place onto a US Government Vehicle, provided by RAF Lakenheath. MINIMUM REQUIREMENT: Crane with a boom capable of lifting an F-15E with a 43 foot width, 64 foot length and 19 foot height at a distance from within 30 feet away from the ground and onto a lorry with a 5 foot height. Example: The F-15E is capable of carrying an external payload of up to 24,500 pounds, to include fuel tanks, weapons pylons, missiles, and bombs. The maximum takeoff weight of the F- 15E is 81,000 pounds. The basic empty weight is 36,500 pounds. Therefore 81,000lbs - 24,500lbs = 56,500lbs adding the external tanks, pylons, pods and the plane comes in at 70,000. However, this is worse case scenario, the onboard fuel being the unknown, the plane will weigh between 60,000-70,000 pounds. Hence given the crane's boom angle to lift the plane requires a 90 ton crane. 1b. The Company must be able to supply the equipment on site at RAF Lakenheath within 4hrs of the call being placed by RAF Lakenheath personnel. As calls are accomplished the delivery address will be given to the contractor at that time. The 48 Equipment Maintenance Squadron will assist the company obtaining a base access pass for the time required. 1c. The US Government will provide certified belly bands, slings harnesses and chains etc. that may be required for lifting during the recovery of the Aircraft/Equipment. The 48th Equipment Maintenance Squadron will provide US Government procured false runway if needed for crane operation over grass or verge. 1d. The Contractor will be held liable for any additional damage to the Aircraft/Equipment in the event of an accident by the crane driver with the crane during recovery. If for any reason the Slings/Chains belly bands were to snap during the crane lift the liability would then fall to RAF Lakenheath. The Company must be available -on call 24/7 365 days per year. Due to the fact that the F15 Aircraft may not be the only Equipment to be recovered from RAF Lakenheath. V.
