- Description
- Professional Acquisition Support Services Follow-on (PASS II) is to provide the Electronic Systems Center (ESC) with acquisition capabilities to successfully assist in execution and support of ESC programs. PASS II will encompass a majority of all the A&AS used by ESC (except for engineering and cost estimation) at Hanscom AFB as well as ESC's geographically separated units (Standard System Group - Gunter Annex, AL; Material System Group - Wright Patterson AFB, OH; Engineering Installation Group - Tinker AFB, OK; and Cryptologic Systems Group - Lackland AFB, TX), operating locations (OL) such as Langley AFB, VA, Colorado Springs, CO, Melbourne, FL and other locations throughout the US, and potential world-wide. The types of services to be acquired under PASS II are non-personal and include, but are not limited to Acquisition Support, Program and Project Analysis and Management Support, Financial Analysis and Management Support, Functional Support, Subject Matter Expe! rts, Business Operations, and Administrative Support. PASS II contractors will not perform inherently governmental functions for which there exist prohibitions against contracting-out as set forth in FAR 7.5.
