Description
The Naval Sea Systems Command intends to issue solicitation N00024-12-R-5200 for Surface Ship Undersea Warfare Systems, AN/SQQ-89A(V)15 system, including Advanced Capability Build (ACB) software integration and Technical Insertion (TI) hardware development support, for future development of the AN/SQQ-89A(V) system for the CG47, DDG51 ship classes, Foreign Military Sales (FMS) case development and other future surface combatants. The AN/SQQ-89A(V)15 is an element of the AEGIS Combat System on forward fit DDGs, back fit DDGs, and back fit CG platforms. The system is fully interoperable with the parent combat system for each of the class ship variants. The systems engineering, software segment, hardware design, production, and integration work will begin with design of TI-14, subsequent integration of ACB-13 with TI-14, and continue with future ACB/TIs through the period of performance of the contract. The successful contractor shall provide engineering services associated with the integration of updated and new software segments to deliver improved combat systems capability, the design, development, production, and delivery of each ACB/TI configuration, software development where applicable, and upgrades in support of all ship variants. A single-award Cost-Plus Fixed Fee (CPFF), Cost-Plus Incentive Fee (CPIF) and Fixed-Price contract is contemplated. The engineering services will consist of one base year and seven option periods - each for a duration of one year. The production system ordering period will be for eight years. All responsible sources listed under North American Industry Classification System (NAICS) code 334511 may submit a proposal, which shall be considered by the agency. The solicitation will be posted electronically under its solicitation number on or about late 3rd Quarter Government FY 2012 at the following websites: http://www.fbo.gov and http://www.neco.navy.mil. A draft Request for Proposal will be issued to industry for comment. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations on the Internet NECO is the alternative in case FBO is unavailable.
