- The United States Agency for International Development (USAID) in Guatemala intends to issue a Request for Proposals (RFP) for an anticipated five-year, cost plus fixed-fee award, with two-year base and three-year option periods. The purpose of this contract is to obtain the services of a firm to set up and manage the Monitoring and Evaluation (M&E) Program to meet management information needs in order to make informed management decision, as well as to shape the longer-term strategic direction and decision making of the USAID/Guatemala Economic Growth (EG) Office and other USAID/Guatemala offices upon request. The primary objective is to provide M&E services that furnish continued performance monitoring, verification, and impact evaluation of projects results, including regular periodic reviews of specific activities. The contractor will also monitor environmental compliance of USAID mission-wide programs and activities. This M&E program will not replace the M&E systems that other USAID partners use in their programs. Rather, it is intended to standardize, collect and disseminate the results (indicators) as a means to centralize and assess progress towards achieving USAID's Development Objectives. The M&E program will provide activity-level monitoring and evaluation services designed to provide qualitative and/or quantitative analyses and reviews of specific Mission activities and programs. The project components will include the following: (1) Develop statistical tools for baseline, mid- and final-term data collection; (2) Local capacity building of Guatemalan institutions in monitoring and evaluation, including data collection of key indicators; (3) Clearinghouse for monitoring and evaluation developed and implemented (e.g., Management Information System, Geographic Information Systems, Mission-wide environmental compliance, and other M&E services); (4) Impact and performance evaluations, cost-benefit analysis and assessments conducted and results reported; and (5) A flexible component for conducting monitoring and evaluation services for other technical offices upon request. Due to these tasks and the need of this M&E Program to conduct field surveys of beneficiaries, communities and local organizations, as well as random field verification of the activities conducted by other USAID implementers, a close collaboration will be required between the implementers' M&E systems and the overall USAID/Guatemala Economic Growth Office M&E Program. Also, the M&E Program should partner or sub-contract with local private and public organizations engaged in data collection, constructing indicators as well as monitoring and evaluation programs.
