- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Surface Optics Corporation of San Diego, CA for a USB Hyperspectral Camera to be used by Sensor Science Division of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The Sensor Science Division of the Physical Measurement Laboratory (PML) develops and disseminates the national standards of length, mass, force and shock, acceleration, time and frequency, electricity, temperature, humidity, pressure and vacuum, liquid and gas flow, and electromagnetic, optical, microwave, acoustic, ultrasonic, and ionizing radiation. PML applies its measurement capabilities to problems of national significance through collaborations with industry, universities, professional and standards setting organizations, and other agencies of Government. The Surface Optics USB Hyperspectral Camera (herein know as Camera) will be utilized in conjunction with an existing Olympus MVX-10 microscope system NIST currently owns and utilizes. The Camera to be purchased is a replacement of a previous Surface Optics USB Hyperspectral Camera, the existing software is manufactured and proprietary to Surface Optics Corporation, and is modified specifically to meet NIST's need. In addition, the technology of the camera is proprietary to Surface Optics, in the nature of the use of the camera, as it is the only camera that is a dispersion based spectrometer that does not require external translation of either the sample or imager. This aspect of the Camera is critical in being able to use it in the set-up and during performance. If another company instrument were used, it would cause a significant delay in the mission of the laboratory, and the existing data and samples would not be compatible, hindering the mission. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by Monday February 28, 2012 will be considered by the Government.
