Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order on a noncompetitive basis to Agilent Technologies, located at 2850 Centerville Road, Wilmington, DE 19808, for the acquisition of one (1) 2200 TapeStation Nucleic Acid System Nucleic Acid TapeStation for RNA and DNA analysis, which includes a PC, TapeStation software, and installation service. The NIA is tasked with conducting a project examining Late-onset Alzheimer Disease Genome Screen using sequencing protocols. Research projects involve studying genetic characteristics involved in Late-onset Alzheimer Disease. Sequencing laboratory methods are necessary to determine the genetic variants. The Agilent 2200 TapeStation is an automated system that will be used to quantify and qualify DNA samples. The NIA laboratory uses an Agilent Bioanalyzer it acquired several years ago, analyzing samples on that equipment using proprietary reagent Agilent kits. The 2200 system will allow the project to analyze up to 96 samples at one time rather than the 12 customary with the older system. Upgrading to the 2200 system will allow the project to treat all samples analyzed under the same reagent conditions. At present, there is no other company known that can offer the Agilent 2200 TapeStation system. Agilent Technologies is the only known source that can provide an upgraded system to the existing bioanalyzer in the 2200 TapeStation Nucleic Acid System that the NIA can use for its current research project. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch electronically to the attention of Hunter A. Tjugum, at hunter.tjugum@nih.gov.
