Please confirm your intent to attend the site visit by forwarding an email to the EPA Contract Specialist, Samantha Fuchs, at Fuchs.Samantha@epa.gov not later than 5:00pm EST, Tuesday, February 21, 2012, and indicate the names of personnel who will be attending.***** END OF AMENDMENT 2 ***** ***** AMENDMENT 1 ***** This solicitation will be conducted under Full and Open Competition. It is anticipated that Phase 1 of the solicitation will be posted on the Cincinnati Procurement Operations Division (CPOD) Contracts website at http://www.epa.gov/oam/cinn_cmd/ on or about February 1, 2012. ***** END OF AMENDMENT 1 ***** The U.S. Environmental Protection Agency (EPA) has a requirement for an indefinite-delivery, indefinite-quantity (IDIQ), design-build contract covering laboratory renovations at its facility in Research Triangle Park (RTP), North Carolina. The EPA Reproductive Toxicology Facility (RTF) leases laboratory space in Durham, North Carolina, to house the EPA Reproductive Toxicology Division (RTD). Prior to the expiration of the RTF lease in November 2014, EPA intends to relocate RTD personnel to the RTP facility. In advance of this relocation, approximately 108 laboratory modules and 8 office modules at the RTP main campus must be outfitted with fume hoods and laboratory casework to accommodate RTD?s research activities. The renovation work will range from light laboratory modifications to the complete retrofit of office space into laboratory space. This procurement is being conducted using the two-phase design-build selection procedures set forth in FAR Subpart 36.3. A single solicitation shall be issued covering both phases. Proposals will be evaluated in Phase 1 to determine which offerors will submit proposals for Phase 2. Phase 1 evaluation factors will include technical approach (but not detailed design or technical information), and technical qualifications, including past performance. After evaluating Phase 1 proposals, the Contracting Officer shall select the most highly qualified offerors (not to exceed three) and request that only those shortlisted offerors submit Phase 2 proposals. Phase 2 of the solicitation shall be prepared in accordance with FAR Part 15, and shall include Phase 2 evaluation factors developed in accordance with FAR 15.304 and FAR 36.303-2. Phase 2 shall require submission of technical and price proposals, which shall be evaluated separately. It is expected that Phase 2 of the solicitation will require the three shortlisted offerors to price the first phase of the RTP laboratory renovation project. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. A single IDIQ, design-build, fixed-price task order contract will be awarded using FAR Part 15 procedures. It is anticipated that the solicitation and resulting contract will specify a minimum order amount of $1,000,000, a maximum order amount of $20,000,000, and a maximum 5-year period for issuance of task orders. The laboratory renovations are expected to be accomplished in three major phases, with one or more task orders being issued to cover each phase. In addition to these major phases, task orders may also be issued for additional design-build projects which are incidental to the laboratory renovations. The Government intends to evaluate proposals and make award without discussions. The North American Industry Classification System (NAICS) code is 236220. All responsible sources may submit a Phase 1 proposal, which will be considered by EPA. It is expected that Phase 1 of the solicitation will be posted on the Cincinnati Procurement Operations Division (CPOD) Contracts website at http://www.epa.gov/oam/cinn_cmd/ on or about October 28, 2011.
