Description
-This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in Subpart 12.6, as supplemented withadditional information included in this notice. This announcementconstitutes the only solicitation; proposals are being requested and awritten solicitation will not be issued. This solicitationN33191-12-R-0617 is issued as a Request For Proposal. The solicitationdocument and incorporated provisions and clauses are those in effect throughFederal Acquisition Circular 2005-55. The North American Industry Classification (NAICS) Code associated with thisprocurement is 485410, School and Employee Bus Transportation. There are noset-asides applicable to this procurement. All responsible sources may submit a proposal which shall be considered bythe agency. -This acquisition is for the provision of all management, tools, supplies,equipment, labor and applicable licenses and permits necessary to provideshuttle bus services for Naval Support Activity, Naples. Specific servicerequirements and locations are included in Attachment (1), Statement ofWork. -The Government intends to award one Indefinite Delivery Indefinite Quantity(IDIQ) Services Contract with pre-established fixed contract prices. Awardwill be made to the responsible proposer whose proposal is determined to beLowest Price Technically Acceptable, price and non-price factors considered.The Government intends to evaluate proposals and award a contract withoutdiscussions with offerors (except clarifications as described in FAR15.306(a)). The Government reserves the right to conduct discussions if theContracting Officer later determines them to be necessary. -The contract performance period is from 01 April 2012 through 30 September2012. The contract will include Exhibit Line Items (ELINs) with requiredservices and quantities, attachment (2). -The anticipated award date will be on or around March 26, 2012. Aninspection of buses will be required prior to contract award. -The following provisions apply to this solicitation: FAR 52.212-1,Instructions to Offerors-Commercial Items (JUN 2008). As an addendum to FAR52.212-1, all offers must include all submittal requirements outlined inAttachment (3); FAR 52.212-2, Evaluation-Commercial Items (JAN 1999).
