Description
The United States Postal Service (USPS) plans to issue a Firm Fixed Price Contract for HVAC Systems & Controls Replacement repairs of the Portland ME Main Office located at 151 Forest Avenue Portland ME 04101. The work includes all material, labor, tools, plant supplies, equipment, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to complete the renovations to this space, including all incidental work described in the contract documents. The estimated cost is between $1.6m and $2.2m, with a contract completion time of 365 calendar days following Notice to Proceed. A pre-proposal meeting will be held Tuesday, February 21, 2012 at 11:00am at the location noted above. The Meeting will be held in Room TBD. Offerors are encouraged to attend the pre-proposal meeting, but the meeting is NOT mandatory. NO BID BOND IS REQUIRED. All offerors must submit a company-specific Health and Safety Plan. Prior to award the Contracting Officer will require the apparent successful contractor to submit a PROJECT-SPECIFIC SAFETY PLAN. This plan must be determined to be acceptable to the Postal Service prior to the issuance of a Notice to Proceed. Note the requirements of security-related clauses A.101 and B.108. Preconstruction activities include, but are not limited to, the review and completion of the attached Safety and Health Guide for Contractors. Contract awards exceeding $500k require the submission of a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before Notice to Proceed is issued. Following contract award a quarterly, web-based submission of SMWOB information will be required. Contractors must submit a Qualification Statement with their price proposal. The Davis-Bacon Act applies to this project. Solicitations will be for 18 calendar days and prices shall be good for 60 calendar days after solicitation is closed. THIS SOLICITATION IS OPEN TO GENERAL CONTRACTORS WHO MEET THE FOLLOWING MINIMUM REQUIREMENTS: (1) Company must have a minimum of five years experience; 2) Company must have completed two comparable projects within the past five years; 3) Company must be capable of obtaining performance and payment bonds for 100% of the contract price for this project. 4) HVAC contractor shall be certified by the HVAC manufacturer for the specified system. Award made under this solicitation will be to the qualified offeror who provides the best value to the Postal Service. This is not a sealed bid advertisement, and proposals will NOT be publicly opened. All proposal information received is CONFIDENTIAL until award of a contract. The name of the successful offeror and the amount of the contract will be released in FEDBIZOPPS.gov as public information. The names of unsuccessful offerors and the amount of their offers are exempt from disclosure under the Freedom of Information Act (FOIA) and WILL NOT BE RELEASED. Solicitation packages are available for a NON-REFUNDABLE FEE OF $150.00 per package and can only be obtained from Service Point USA. The printer will take a charge card, company check or cash if picked up at the printing office. Please reference the solicitation number.
