Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. The Request for Quote number is RFQE014130 and is being conducted as a 100% small business set aside. The North American Classification System Code is 334220; the size standard is 750 employees. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-55. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. This RFQ is for Brand Name or Equal in accordance with FAR Provision 52.211-6 (Aug 1999). Substitute brands may be provided if they perform the same function. If quote is for an equal product, specifications of the items must be included with the quote. Products equal to Brand Name must be accompanied with verifiable references. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent upon the interested party to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the proposed equal item(s). The Federal Bureau of Investigation (FBI) has a requirement for a one time fixed price purchase of the following products manufactured by Harris: •1. IX-DS-961DG Five Port M/Rate RS-232: Quantity : 250 •2. IX-MA-404 5 Port RS232 Interface Module Adapter; Quantity : 250 The Justification for Brand Name or Equal is based on compatibility. The FBI has deployed an extensive quantity of Harris T1 channel banks in support of telecommunications connectivity for the FBI's Land Mobile Radio System (LMRS). The transition of the FBI Land Mobile Radio (LMR) system from wideband DES operation to narrowband P25 digital operation requires the conversion of existing wideband facilities to narrowband operation. Existing T-1 and 64Kbps DDS (Digital Dataphone Service) circuits utilizing HARRIS multiplexer equipment can be converted to support narrowband P25 digital operation, simply through the removal of existing DV-600 wideband and MA-506 Module Adapters cards and the installation of new DS-961DG cards and MA-404 Module adapters. The replacement of individual cards within an existing multiplexer allows the conversion to P25 narrowband operation to be accomplished economically, without the need to replace an entire multiplexer. The HARRIS ACS family of multiplexers only utilizes HARRIS application cards, and the HARRIS cards only operate with the Common Modules (line interface modules) used within the HARRIS ACS multiplexers. The HARRIS DS-961DG cards and MA-404 Module Adapters are fully compatible with the nationwide deployed base of HARRIS multiplexer equipment installed throughout the FBI. No other cards and adapters are capable of converting the existing FBI LMR system Harris multiplexers from wideband DES operation to narrowband P25 digital operation. Delivery of items shall be within 30 days After Receipt of Order (ARO). Destination: FOB: FBI Engineering Research Facility, Quantico, VA 22135. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. In the event of a conflict of the terms and conditions of the Governments contract, the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items (February 2012); 52.212-2 Evaluation-Commercial Items (January 1999); 52.212-3 Offeror Representations and Certifications - Commercial Items (February 2012) (Please note: all offerors and prospective contractors must be registered with the Online Representations and Certifications Applications (ORCA) website at http.//orca.bpn.gov or must provide a completed copy of 52.212-3 with their quotation); 52.212-4 Contract Terms and Conditions - Commercial Items (February 2012); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (February 2012), applicable clauses under 52.212-5 include: (a); (b); (1), (4); (6); (8); (12); (14); (26); (27); (28); (29); (30); (31); (32); (33); (38); (39); (48); (d); (e). Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Mrs. Margaret D. Einspahr, Contracting Officer, margaret.einspahr@ic.fbi.gov, no later than February 17, 2012, 10:00 am EST. Add the following to 52.212-2 Evaluation (a): The following factors shall be used to evaluate offers: Low Price Technically Acceptable. Quotes shall be clearly marked RFQE014130. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered. All responsible sources may submit a quotation which shall be considered by the agency. The awardee shall be registered in the Central Contractor Registration databases as required under FAR 52.204-7 (Feb 2012) prior to receiving an award.
