Description
The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source Blanket Purchase Agreement (BPA) with Motorola U.S. Federal Government Markets Division, 7031 Columbia Gateway Drive, 3 rd Floor, Columbia, MD, 21046, under RFQ E014431. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The FBI's existing Motorola radios contain coding and feature sets that are proprietary to Motorola and are considered to be representative of "Intellectual Property" as the above software code is covered under multiple copyright restrictions. Motorola is to provide supplies and services to support upgrades and technology enhancements for the purpose of maintaining and upgrading existing radios. These radio subscriber units were originally purchased from Motorola and are proprietary. The required upgrades and technology enhancements must be compatible with the existing land mobile radio system. The FBI requires these radios to have a common trunking enhancements and radio system software refresh. The upgrades will be applicable to two-way portable, mobile and consolette base station radios. Consequently, these upgrades and technology enhancements to existing radios are proprietary to Motorola as the original equipment manufacture and copyright owner. Based on market research via contact with vendors, members of the government technical community, trade shows, trade journals and the world wide web, it has been determined that the FBI's requirement can only be met by Motorola. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement by Friday, February 17, 2012, 10:00 am (Eastern), via email to margaret.einspahr@ic.fbi.gov., and referencing RFQE014431. Telephone requests will not be accepted. A determination by the Government not to compete the requirement, based on responses to this notice, is solely within the discretion of the Government. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number (NAICS) is 334220. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov
