Community Policing Advisor Guatemala City, Guatemala Issuance Date: 02/13/2012 Closing Date: 03/13/2012 SOLICITATION NUMBER: PSC-12-019-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. POSITION TITLE: Community Policing Advisor 6. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Guatemala City, Guatemala 8. JOB DESCRIPTION: See below STATEMENT OF DUTIES A. BACKGROUND The US Department of State, (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) mission is to minimize the impact of international crime and illegal drugs on the US and its citizens through global cooperation. INL's Office of the Western Hemisphere Programs (INL/WHP) develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere who produce and transit narcotics. INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other US agencies. INL/WHP is responsible for coordinating policy and programs with other US Government (USG) departments and agencies who are involved in international narcotics control and crime activities, including the Office of National Drug Control Policy (ONDCP), the Departments of Defense (DOD), Department of Justice (DOJ), Department of Homeland Security (DHS), Department of Treasury (DOT), and the Agency for International Development (AID). Purpose The purpose of the PSC is to provide a Community Policing Advisor to the Narcotics Affairs Section (NAS) at the US Embassy, Guatemala City and Coban, Guatemala. The Advisor will advise on matters related to the development and implementation of community oriented policing, prevention, and operations models for the National Civil Police (NCP). Relationships • The Advisor will receive general guidance and report to the NAS Police Program Manager. Specific assignments originate frequently from liaison activities; the Advisor will negotiate the draft scope, and objectives of prevention and community-oriented policing related projects independently with slight input / review from the supervisor. • Since the Advisor is located physically in Guatemala, he/she will exercise independent judgment in developing new and improved approaches to analyze and review prevention-oriented programs in Guatemala. B. STATEMENT OF WORK a. Provide advice and assistance in planning, developing, and administering NAS/Government of Guatemala (GOG) police prevention programs to include community oriented policing and improved patrolling based on computer driven statistical information. b. Assist the US embassy with institutionalizing GOG law enforcement prevention programs and justice sector capabilities to become self-sufficient, ensure US citizen safety, improve law enforcement, and rule of law interests. c. Coordinate the implementation of policies and strategies related to citizen safety, effective and efficient patrolling, community relations, and rule of law. This includes training, strategic planning, setting priorities, and evaluating bilateral programs. d. Initiate studies and advise NAS and GOG partners on strategic planning, leadership, management, and organizational requirements and reforms that affect community-oriented and prevention policing. e. Identify areas for independent, professional evaluations regarding the prevention policing process and the justice sector of Guatemala. Design the scope of the evaluations and provide expert guidance to US embassy personnel in contracting for the evaluations. f. Assist US embassy on issues related to citizen safety, law enforcement, and rule of law, with special focus on seeking out synergies and avoiding duplication within the US interagency. g. Provide input to the NAS Director regarding USG/GOG bilateral agreements on INL funded programs aimed at improving NCP capacity. h. Assist the US embassy and NAS in developing citizen safety, law enforcement, rule of law, and prevention strategies and programs, as directed. i. Coordinate closely with USG federal law enforcement agencies, the Police Reform Commission, US military representatives in Guatemala, and AID where appropriate, on matters pertaining to operations and prevention process in Guatemala. j. Evaluate and advise the US embassy on the performance of GOG agencies operating in conjunction with NAS/INL assets and resources regarding the preventive policing to evaluate and recommend the need for training. k. Provide expert analysis and guidance in project procurement, budget preparation, and program planning pertaining to the prevention/police operations project. l. Conduct field surveys, evaluations, and special studies, as directed. m. Reside in Guatemala City, Guatemala, travel extensively (50-60% of the time), and work in the field to develop a model precinct in Coba and Alta Verapaz. Guideline • Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961, as well as other laws, including other authorities under the FAA, the Arms Export Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act, which appropriates funds for the INL programs, other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. Complexity • This position involves planning, organizing, and completing analysis and implementation of complex law enforcement projects. Scope and Effectiveness • The Advisor will perform broad and extensive assignments related to the prevention policing process, citizen safety, and Guatemala rule of law complex programs, which is of significant interest to the public and to the Congress. Personal Contacts • The Advisor will work closely with the NAS, INL program offices, and other embassy personnel. In addition, the Advisor will maintain contact with the police, military, justice sector, and non-government organizations (NGOs). Minimum Qualifications 1. US Citizen, able to obtain/maintain a DOS Secret Security and medical clearance 2. A minimum of fifteen (15) years professional work experience in US law enforcement, to include: a. Significant and demonstrated experience managing police units b. Significant and demonstrated experience in law enforcement c. A minimum of four (4) years experience supervising patrolmen and prevention/community oriented activities d. A minimum of two (2) years as a program supervisor in precinct and/or agency headquarters e. Supervisory level experience in strategic planning for small, medium, and large police units f. Five (5) years demonstrated experience planning citizen safety, law enforcement, and rule of law programs; implementing project proposals; reporting on program progress and analyzing program results 3. A Bachelor's degree from an accredited institution in a related field 4. Five (5) years of operational experience in identifying and applying prevention techniques in an overseas environment 5. Superior interpersonal and liaison skills in a multi-agency/multi-jurisdictional environment 6. Superior English and Spanish (at the FSI level 3/3) oral and written communications skills 7. Strong verbal and written skills, with ability to present and defend complex analyses and proposals concisely 8. Five (5) years experience working in an overseas environment with international law enforcement experience 9. Proficient in Microsoft Office Suite Preferred Qualifications 1. Demonstrated understanding of prevention/community policing and investigative challenges in Guatemala 2. Significant and demonstrated experience in developing and managing crime-specific initiatives 3. Significant and demonstrated operational and managerial experience in preventive policing 4. Demonstrated experience conducting inspections of law enforcement related programs and procedures 5. Demonstrated experience evaluating law enforcement personnel performance in regards to expected norms and procedures 6. Demonstrated international experience training/instructing foreign law enforcement personnel Evaluation Criteria Factor 1 Operations (30 points) Demonstrated operational experience developing and implementing prevention/community policing initiatives Factor 2 Liaison (20 points) Significant liaison experience primarily within an international law enforcement context Factor 3 Management/Budget (15 points) Significant experience managing, planning, budgeting, and conducting oversight functions in a permanent and full-time law enforcement capacity Factor 4 Law Enforcement (15 points) Demonstrated ability to work effectively in local, state, and national law enforcement settings Factor 5 Communication (10 points) Ability to communicate complex issues in a timely and concise manner, both orally and in written form Factor 6 Past Performance (10 points) Past performance of applicant's ability to perform under the contract. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range D.
