- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR 6.302-1, the Government intends to award a sole source contract for a 12 month premium support to Jama Software, 1060 NW 9th Avenue Portland, OR 97209. Jama Software has been identified as the only source that can satisfy the agency's needs within the required time. This is a annual software maintenance renewal. There are no other known vendors for this product. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The associated NAICS code is 511210 and the small business size standard is $25Million. The small Business Compteitiveness Demonstration Program is not applicable. Requirement is as follows: 1.70 end-user licenses 2.1 JIRA Connector 3.1 Crown connector 4.The contractor shall provide Product upgrades and iterative releases. 5.Unlimited email, online, and phone support during standard support coverage hours (Monday-Friday, 8am to 5pm PST, excluding major holidays) 6.24/7 access to online support portal and ticket system 7.24/7 phone support coverage, including major holidays 8.Priority routing of issues during business hours 9.1 hour response time 10. Period of Performance 1 March 2012 to 28 February 2013 The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer. This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
