Description
The Department of Veteran Affairs (VA) is issuing this Sources Sought to request responses from qualified service-disabled Veteran owned small business (SDVOSB), Veteran owned small business (VOSB), 8(a), Hubzone, etc. capable of providing the requirements below. The responses to this Sources Sought will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. DESCRIPTION OF REQUIREMENT VA Veterans Benefits Administration (VBA) Employee Development and Training (ED&T)'s central mission is to develop critical job skills in VBA employees in all services to aid them in providing proficient service to Veterans. VBA technical training activities are planned and managed by the Technical Training and Evaluation (TT&E) office in Orlando, FL, in coordination with the VBA ED&T office in Washington, DC; and in coordination with VBA Services and staff offices. VBA Services are as follows: Compensation, Pension and Fiduciary, Benefits Assistance, Education, Loan Guaranty, Vocational Rehabilitation and Employment and Insurance. In order for VBA to accomplish its training mission, it is necessary to accurately determine the needs of the target audience and then develop and deliver a variety of training programs providing high quality learning opportunities which effectively and efficiently allow participants to interact with the course content. This technical training addresses tasks, skills, knowledge, attitudes and metacognitive elements that are specific to a Service or a staff office. An example is "rate an original compensation claim." This work includes the following professional services: needs assessment, analysis, design, development, evaluation and implementation of technical training. The Government is contemplating the solicitation and award of multiple-award contracts to provide professional technical training and implementation support services and products. The Government anticipates awarding all services under each contract, so the Contractor (alone or through a teaming arrangement, joint venture, or other partnership) must be able to provide all services required. This may include but is not limited to: "Needs assessments; "Training situation analyses; "Job analyses; "Task analyses; "Learning analyses; "Learning curriculum and design and development; "Instructional media and method selections and designs; "Job performance measures; "Reliability assessments of job performance measures; "Validity assessments of job performance measures; "Training objectives and objective hierarchies; "Course, module and lesson designs; "Script-storyboards, Electronic Performance Support Systems (EPSS) and job aid or knowledge aid designs and development; "EPSS usability testing and validation; "Training products in a wide variety of media including web-based training, classroom training, Live Meeting training, video training, satellite training, other media, and blended solutions; "Training products in a wide variety of methods, including individually structured training and cooperatively structure training (including on-line cooperative learning); "Trials and validations of courses or modules or lessons; "Summative and follow-on evaluation of VBA training products, courses, systems, facilities, and other areas of interest, including nationwide evaluations of training systems as implemented in throughout VBA; "Integration testing and integration of EPSS or courses or modules or lessons into the VBA Training and Performance Support System (TPSS) Courseware Delivery System (CDS) and VA Talent Management System (TMS); "Operation of the TPSS CDS and help desk; "Design and operation of complex training web sites/curricula depositories; and "Design and development of training that supports technical training (e.g., TPSS Training Coordinator Training, train-the-trainer, performance coaching, workload management, etc.). SUBMISSION INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. This Sources Sought does not constitute a Request For Proposals (RFP). Submission of any information in response to this Sources Sought is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Please provide question number and corresponding page and section heading and/or paragraph number. Capabilities Statement and Market Information - 5-10 pages (maximum) Please respond to the following questions by providing a capabilities statement and market information: 1.Please describe your organization's breadth of expertise/competency to respond to or support the above listed task areas. 2.How many and which task areas can your company satisfy alone? How many and which task areas would your company be able to satisfy through a teaming arrangement, joint venture, or other partnership? 3.Please describe your experience with responding to task order proposal requests with short deadlines (1-2 weeks) to include submission of technical and price data. Specifically, what processes do you have in place to submit a timely and quality proposal? 4.Please describe your experience with successfully completing critical, high-visibility tasks from a federal Department/Agency Head with short turnaround times. Specifically, how did you approach the task, mobilize to complete the work, and ensure deadlines were met? Please describe your experience in responding to rapid and frequent shifts in requirements. 5.Please describe your experience in maintaining high quality personnel assignments on longer term taskings to ensure continuity of services and corporate knowledge retention from task start to completion. Please provide at least one or two examples. 6.Please describe your experience in responding to rapid and frequent shifts in requirements. 7.Please describe your familiarity and experience with VBA Services and staff offices. 8.The Government contemplates using 611430, Professional and Management Development Training as the North American Industry Classification System (NAICS) code for this acquisition. Is this the best code to classify this requirement? 9.Please provide suggested pricing structures, incentives, or any other industry practices the VA should consider when drafting its solicitation.
