Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912EQ-12-Q-0020 and is being issued as a Request for Quote (RFQ). This procurement is being issued as UNRESTRICTED. The associated NAICS code is 811310 with $7.0 million size standard. All responsible sources may submit a quotation, which shall be considered by the agency. Quotes may be submitted in hard copy or electronically, either through regular mail, email, or by facsimile. Regardless of method of delivery, it is the offeror's responsibility to ensure receipt of quotes by the time and date stated herein. Contractors shall submit a lump sum quotation on company letterhead to include all charges for the following items to be delivered in accordance with specifications below: DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Contractor shall perform a major in frame engine overhaul. Contractor shall rebuild the port main engine 3412 Caterpillar 60M466 and provide and install on both main engines (3412 Caterpillar 60M466 and 3412 Caterpillar 60M471) 3N-8029 Control GP-Governor Air Actuated Type 1. The work will be performed at Ensley Engineering Yard, 2915 Riverport Rd. Memphis, TN 38109, aboard the Motor Vessel Strong. Contractor shall furnish all labor, materials, tools, equipment, services, transportation, taxes, temporary equipment, structure and payment of all cost incidental and necessary in order to complete the work required for the engine overhaul. Normal business hours at Ensley Engineering Yard are 0700-1500 Monday through Thursday and 0700-1400 Friday. Point of Contact will be Anthony Johnston, 901-483-0019. Engine Overhaul includes but is not limited to: All parts to be new Caterpillar or Caterpillar Remanufactured. Disassemble engine, replace cylinder kits, cylinder heads, turbocharger cartridge, oil cooler and water pump with remanufactured components, replace aftercooler. Replace main and rod bearings, thrust bearings, fuel injection nozzles, cooling system thermostats and all necessary gaskets and seals with new parts, replace all side cover gaskets, replace front and rear crankshaft seals. Total rebuild of fuel injection pumps on test stand to ensure proper calibration of fuel delivery system. Replace governor oil pump and governor bypass valve assembly, rebuild governor. Replace oil pump, front gear train, camshaft and lifters. - Possible Camshaft Replacement Reassemble engine and test run engines in Bollard shove to ensure proper performance of engines. Provide the following information after testing: oMean firing/Exhaust Temp. oRack Setting Provide and install the following on BOTH main engines, 3N-8029 Control GP-Governor Air Actuated Type 1 for use with after cooled engines only Provide Parts and Labor Warranty in accordance with industry standard upon completion of the job, minimum one (1) year. Contractor shall also respond to all service requests within 24 hours of service call. The person(s) performing repairs shall be certified 3412 Caterpillar Technicians. DELIVERIES Deliveries - Quick turnaround is necessary in order for the Government to fulfill its mission. Therefore, all work must be completed and engines tested on or before 09 March 2012. Work shall commence no earlier than 27 February 2012 and must be coordinated with the following personnel: Primary - Anthony Johnston 901-874-8517 cell 901-785-3200 alt anthony.johnston@usace.army.mil Contractor shall submit completed clause 52.212-3, Offerors Representation and Certifications, Commercial Items.
