Description
The National Institutes of Health (NIH), Clinical Center (CC), Department of Transfusion Medicine (DTM) is conducting a small business market survey/sources sought to help determine the availability and technical capability of the following entities, as registered and validated at Central Contractor Registration (CCR) at https://www.bpn.gov/ccr/: • 8(a) Small Business • HUBZONE Small Business • Service Disabled Veteran Owned Small Business • Small Business • Veteran Owned Small Business • Women Owned Small Business This market survey/sources sought is not a request for proposals/quotes and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research or pay for any costs incurred in the preparation of information for responding to this market survey/sources sought notice. This notice is also issued pursuant to Federal Acquisition Regulation (FAR) Part 7: Acquisition Planning. BACKGROUND: The Government is conducting this small business market survey/sources sought to determine if a small business can provide the following apheresis services in accordance with Government requirements, and current editions of the Standard for Blood Banks and Transfusion Services and the Technical Manual of the American Association of Blood Banks (AABB): 1) Administer and expand a donor recruitment program involving: voluntary whole blood donation for transfusion purposes; voluntary red cell apheresis, plateletpheresis, and leukapheresis donations for transfusion purposes; whole blood and apheresis donations in support of NIH CC research; and maintenance of a computerized file of an estimated 2,500 active HLA-typed donors available for apheresis donations on an emergency basis 2) Scheduling of platelet, plasma, and leukapheresis procedures sufficient to meet the transfusion needs of NIH CC patients and the research needs of NIH investigators 3) Performing of red cell, platelet, and leukapheresis procedures sufficient to meet the transfusion needs of NIH CC patients 4) Performing of automated cytapheresis procedures sufficient to supplement to meet the transfusion needs of NIH CC patients 5) Administration of unrelated bone marrow and blood stem cell donor recruitment program involving education/counseling of potential donors, the maintenance of computerized file of projected 60,000 HLA-typed donors, and the scheduling/supervision of bone marrow harvests 6) Providing information technology needed to manage the IT functions of services described in this section 7) Administration of unrelated-donor Apheresis Center involving counseling of unrelated blood stem cell donors, the administration of filgrastim, and the performance of large volume leukapheresis procedures to harvest peripheral blood stem cells 8) Providing of blood donor advocacy, safety, and support services - including activities related to health maintenance, notification of positive infectious disease markers/follow-up epidemiological studies, re-entry testing related to such positive markers, donor counseling, and hemovigilance services in documenting donor adverse events. ADDITIONAL INFORMATION: The proposed North American Industry Classification System (NAICS) code is 621991, Blood & Organ Banks, and size standard is $10.0 million. Responders shall identify if they are the following, based on this NAICS code and their registration/validation at CCR: • 8(a) Small Business • HUBZONE Small Business • Service Disabled Veteran Owned Small Business • Small Business • Veteran Owned Small Business • Women Owned Small Business Responders shall also indicate if they are a Federal Supply Schedule/General Services Administration (GSA) contract holder and reference that contract number in their response. SUBMITTAL OF RESPONSE: Please submit expressions of interest electronically in your own format to include documentation of capabilities in sufficient detail for the Government to determine that your company and its service possesses the necessary expertise and experience to compete for any acquisitions. Please ensure responses do not exceed ten (10) pages and are submitted in a single document. Responses shall be in sufficient detail to allow the Government to assess the capability of your organization based on "Background" section above and also include the following: 1)Documentation that its business is composed of blood and organ banks engaged in the independent practice of apheresis therapy 2)Past performance information demonstrating that the contractor has performed apheresis services as outlined in this sources sought notice. Since this is a market survey/sources sought, no evaluation letters will be issued to responders. The due date for submission of this information is 12:00 PM Eastern Standard Time (EST) on February 28, 2012.
