- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION The Contractor shall provide technical support services for the management, implementation and ongoing support process for voice telecommunications equipment and voice/data cabling. This work includes: installation and testing of new telecommunications cabling; removal of abandoned cabling; relocation of existing cabling to support office reconfigurations; installation, programming & troubleshooting of voice telephone instruments; identification of facility upgrade requirements; tracking and reporting work accomplishment; and records maintenance. The contractor must work effectively with NOAA Telecommunications Division staff and other NOAA personnel as required.
