Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source purchase order with Livermore Software Technology Corporation (LSTC) under the authority of FAR 13.106-1(b) for the renewal of software licenses and maintenance services. LS-DYNA, the subscription being renewed, is used to analyze the dynamic response of structures and components from the impact of loadings. The NRC uses the software to analyze the structural effects of drop and accident scenarios on spent nuclear fuel and radioactive material casks and transportation packages and to support ongoing regulatory review of cask and package designs. This software is developed and sold exclusively by LSTC. The period of performance for this proposed procurement is 12 months from date of award. This notice is not a request for quotations, nor a solicitation for offers. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs. Detailed capabilities must be submitted via email to Michael.Turner@nrc.gov no later than ten (10) calendar days from the date this announcement appears in the Federal Business Opportunities. Telephonic responses and responses providing insufficient information for evaluation by the NRC will not be considered. No contractual document will be awarded on the basis of offers received in response to this notice.
