As a minimum, the contractor shall be required to (1) have the capability to provide all MCAFB units with Basic Cable Television services to include all local Wichita broadcast television stations, (2) provide Billeting (the Lodging Facilities) with Basic Cable television services to include all local Wichita broadcast television stations and one (1) premium cable channel (such as HBO, Cinemax, etc) for approximately 500 rooms, (3) provide the capability to input an emergency banner on all MCAFB cable television channels as directed by the McConnell Command Post in a timely manner. Note: Banner information will be transmitted to the Company via telephone from the MCAFB Command Post with authorization codes, (4) position all new cable installations underground, (5) have the capability to provide MCAFB 22nd Civil Engineering (or equivalent entity) with as built blue prints for all cable television installed under this contract as well as updated blueprints with each new installation, and (6) provide one dedicated channel for the broadcast of a Commanders Access Channel (both video and audio transmission) for distribution only to all organizations and residents located on MCAFB Air Force Base, Wichita, KS. Potential sources are informed that any resulting interest in providing base television cable services will be processed in strict accordance with the Telecommunications Act of 1996, and The Cable Communications Policy Act as amended (47 U.S.C. 521). Any interested party shall document their willingness to comply with the conditions of the Telecommunications Act of 1996, Public Law 104-201, 47 U.S.C. 521, and the minimum requirements established above. In complying with the above acts, any potential sources may enter into a Franchise Agreement, Base Access Agreement, and a license to use real property in order to provide the minimum services required as referenced above. Potential sources must submit a written Statement of Capabilities (SOC) to this office. The SOC shall contain pertinent and specific information addressing their willingness to comply with all Acts referenced above and addressing each of the requirements outlined above as well as the Company's experience including an outline of previous CATV services rendered or being rendered within the past 3 years and relevant to the specific services of this effort including cable services provided, satellite services, interactive services, and fiber optic use and plans for future use. Any SOC not addressing all the above requirements will be rejected for the purpose of making a set-aside determination. The SOC must be submitted by 17 February 2012, and is limited to 25 pages in length. All responses shall include company size status under the North American Industry Classification System (NAICS) code identified below. If you are interested only in subcontracting possibilities, please indicate this clearly in your submission. Initial award of any resultant contract is anticipated on or near 1 April 2012. Firms responding should indicate if they are a small business, an 8(a) firm, a historically black college, or a university or a minority institution. The Government reserves the right to set this acquisition, or portions thereof, aside for small businesses, 8(a) firms, historically black colleges or universities, and minority institutions. For this proposed acquisition, the definitions in FAR 19.001 and small business size standard for NAICS Code 515210 (SIC 4841), size standard of Fifteen million dollars in average annual receipts apply. This announcement is for information and planning purposes only. It does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels during the proposal development phase of this acquisition. Potential offerors should communicate first with the Contracting Officer to request information, pose questions, and voice concerns before the contacting the Ombudsman.
