Description
This is a Sources Sought announcement for market research purposes only. Theinformation gained will be used for preliminary planning. The information received willbe used within NASA to facilitate the decision making process and will not be disclosedoutside of the agency. A decision will be made whether to issue the proposed solicitationas a competitive set-aside for qualified Small Businesses, Small Disadvantaged Business,which also include Women-Owned, U.S. Small Business Administration (SBA) certified 8(a),SBA certified HUBZone, and/or Service-Disabled Veteran-Owned Small Businesses, or whetherto issue the requirement as full and open competition (unrestricted). This is not asolicitation announcement for proposals; therefore no contract will be awarded from thisannouncement. No reimbursement will be made for any costs associated with providinginformation in response to this announcement or any follow-up information requests. Thisnotice does not constitute a Request for Proposal (RFP) and is not to be construed as acommitment by the Government for any purpose other than market research. Respondents willnot be notified of the results regarding the evaluation. This announcement is to gaugethe availability of experienced Facilities Operations, repair and maintenance firms withthe experience to oversee a center FORM contract. This work is performed at NASA John H.Glenn Research Center, Cleveland OH. Work consists of facilities operation, repair andmaintenance of all facilities, utilities, infrastructure; grounds maintenance; totalproject management; quality control, safety; environmental; management of Leadership inEnergy and Environmental Design (LEED); Reliability Centered Maintenance; minorconstruction, renovation and repair via IDIQ. Work includes preventive maintenance;reliability centered maintenance (RCM),; emergency, urgent and routine servicecalls/repair; operation of steam plant; all enter fire, security and safety alarms andsystems; HVAC systems and equipment; structural maintenance, repair and modification atNASA Glenn Research Center (GRC), Cleveland, Ohio. Eligible Contractors shall demonstratespecific past performance regarding FORM type of contracts. The North American IndustryClassification System (NAICS) Code is 561210 (Facilities Support Services) with SmallBusiness Size Standard of $35.5 million. A hybrid contract type is contemplated, A firmFixed portion and an Indefinite Delivery Indefinite Quantity (IDIQ) portion. EstimatedCost Range is $50 Million up to $75 Million including all options. The contract would bea two year Base and three one year options.Interested parties are invited to respond to this Sources Sought announcement bysubmitting a CAPABILITY STATEMENT to the NASA Glenn Research Center by FEBRUARY 24,2012 at 2:00 P.M. E.S.T. Information to be provided SHALL include, but not limited to thefollowing: 1) Contractor information: Provide your firms contact information, such as,name and address of firm, size of business; average annual revenue for the past 3 yearsand the number of employees; 2) Type of Business: Provide ownership, whether they areSmall, Small Disadvantaged, 8(a), HUBZone, and/or Women-Owned, Service-Disabled VeteranOwned Business (SDVOB). For more information on the definitions or requirements for thesesmall business programs, refer to http://www.sba.gov. ; 3) Experience: Provide the numberof years in business; affiliate information; parent company; joint venture partners;potential teaming partners; prime contractor (if you are interested as a potentialsubcontractor); list of customers covering the past 3 years, contract numbers, contracttype, dollar value of each procurement and points of contact, addresses and phonenumbers). CAPABILITY STATEMENTS SHALL BE NO LONGER THAN 5 PAGES IN LENGTH, AND ADDRESS ATMINIMUM THE AFOREMENTIONED. Technical and procurement related questions shall be directedto: Mark A.
