- This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. Synopsis will be follows. A separate written solicitation M67400-12-R-0006 will be issued as a Request for Quotation on or after 21 February 2012. In accordance with FAR Subpart 5.202(12). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and Defense Acquisition Circular 91-13. DPAS Rating is DO-S10. The North American Industrial Classification System coder is 561720. THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN, OKINAWA AND SHIZUOKA PREFECTURE. AWARDS CAN ONLY BE MADE TO FIRMS LICENSED TO OPERATE IN THE COUNTRY OF JAPAN. This procurement constitutes Item 0001, 0001AA, 0001AB, 0001AC, 0001AD, 0001AE, Item 0002, 0002AA, 0002AB, 0002AC, 0002AD, 0002AE, Item 0003, 0003AA, 0003AB, 0003AC, 0003AD, 0003AE, Item 0004, 0004AA, 0004AB, 0004AC, 0004AD, 0004AE, and four (4) Option Years. Required Items and Descriptions are as follows: CLIN 0001: Cleaning of Portable Toilet- Government-Owned (Sub-CLIN 0001AA through 0001AE). CLIN 0002: Delivery and Replacement of Government “Owned Portable Toilet (Sub-CLIN 0001AA through 0001AE). CLIN 0003: Rental of Portable Toilet (Sub-CLIN 0001AA through 0001AE). CLIN 0004: Cleaning of Portable Toilet “Contractor-Owned (Sub-CLIN 0001AA through 0001AE), and four (4) Option Years. Period: Base plus four (4) option years. The Government intends to make a single award to the responsible offeror whose offer is most advantageous to the government considering price and other factors. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. Solicitation will be available on or after 21 February 2012. The solicitation (Request for Quotation), when it is released it will be available electronically at the following websites https://www.neco.ney.mil and or http://www.fedbizopps.gov/ under solicitation M67400-12-R-0006. The solicitation also will be e-mailed upon a written request to the Point of Contact listed. Offers can be mailed, faxed, or e-mailed to the Contracting Office, U.S. Marine Corps RCO, MCB CMP S.D.
