- The Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806- 5000, on behalf of the Office of the Project Manager of Combat Ammunition Systems is conducting market research to identify qualified and capable sources to produce, manufacture, assemble, inspect, test, package, and ship the "Plug, Fuze, Melting for Insensitive Munitions (IM)", (or eyebolt Fuze plug for artillery shells), in accordance with a Government Technical Data Package (TDP), drawings, and specifications. The Technical Data Package, drawings, and specifications are coded as Distribution Statement D (authorized distribution of technical documents to Department of Defense components and their Contractors). These items are composed of parts fabricated from Ionomer and steel. The plastic portion of the injection molded plug, made of Formion FI388-3120, is designed to melt when exposed to excessive temperatures to provide venting to the M795 IM and other projectiles. Under the flange of the plug and co-axial to the molded Fuze plug, the stamped and anti-corrosion surface treated 3.75 diameter x.337 high mild steel washer, up to 0.09 thick, is designed to support the load of pallets stacked on top of the bottom pallet and is ribbed to provide shock attenuation if the projectile is dropped. The Packaging and Marking of the lift plugs shall be in accordance with Commercial Packaging JML 193. The lift plugs shall be separated by fiberboard separators to prevent damage to finish and threads. A water vapor proof barrier bag is required to prevent corrosion. These Meltable Fuze plugs are required for delivery to the Load, Assemble, and Pack (LAP) operations at American Ordnance (AO), Iowa Army Ammunition Plant (AAP). The U.S. Government anticipates soliciting for offerors located within the National Technology and Industrial Base (NTIB) for single award of a Firm Fixed Price (FFP) contract to include a base award with four (4) options for a total of five (5) years. The estimated quantity to be purchased over the five (5) year period is 625,000. Interested Contractors should submit the following information: 1) Description of Facilities, Personnel, Manufacturing Capabilities and how they directly relate to the Plug, Fuze, Melting for Insensitive Munitions (IM) 2) Estimated minimum and maximum monthly production capacities, and the minimum procurement quantity required for production; and 3) Respondents shall state if they are currently manufacturing this item or have made this item or similar items in the past; Additionally, interested Small Business Contractors should address if manufacturing resources are shared with other items/production lines and identify the approximate amount shared. This Market Survey is for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the US Government. The Government does not imply an intention or opportunity to acquire funding to support current or future development efforts. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Market Survey. The Government is not obligated to notify respondents of the results of this survey. The information must be submitted within 30 calendar days from the date of this publication. If a formal Solicitation is generated at a later date, a Solicitation Notice will be published. No award will be made as a result of this Market Survey.
