- This announcement is a Request for Information (RFI)/Market Survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP) of any kind. Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this RFI/Market Survey announcement. Therefore, any costs associated with RFI/Market Survey submissions will be solely at the interested party's expense. Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to modify the current competitive contract with General Dynamics C4 Systems (GDC4S). GDC4S provides the Ultra High Frequency (UHF) receivers and transmitters in accordance with FAA-P-2956, ULTRA HIGH FREQUENCY (UHF) RECEIVERS AND TRANSMITTERS. In accordance with the enclosed Statement of Work (Section C of the UHF contract) GDC4S provides training and training materials, maintenance and engineering support of previously purchased and built FAA baselined UHF equipment. The maintenance includes the upgrade of hardware and software, as well as, the repair of failed Line Replaceable Units (LRUs) along with repair reports for each LRU that was repaired at their repair facility. GDC4S uses their test benches and test equipment along with their repair technicians. Engineering support includes the assistance in resolving and issues with the UHF equipment installed in the National Airspace System as necessary to meet the needs of Air Traffic and Airway Facilities. The FAA proposes to issue a contract modification against Contract No. DTFAWA-01-C-00035 is to incorporate activities that will raise the contract ceiling. The total contract length of 10 years will remain unchanged and will end on 11 December 2012. There are no follow on requirements. A competitive solicitation is not available for this procurement. Upon reading the enclosed Section C, any firm that believes they have the technical ability to perform manufacturing (including repair and/or replacement of hardware failures), training, and engineering support for the UHF equipment is requested to submit their firm's capability, qualifications and experience for the requirements outlined above and the FAA will evaluate such information accordingly.
