Description
The Space and Missile Command GPS Program Office (SMC/GP) will be issuing a solicitation, FA8807-11-R-0002, to L3 for MGUE Increment 1 Technology Development. SMC/GP intends to award a sole source contract to L3 as one of only three responsible sources that has the necessary knowledge of GPS' next generation user equipment card technology. The MGUE contract was preceded by the Military User Equipment (MUE) contracts, awarded to three contractors, including L3. The Air Force spent over $460M for MUE, maturing the card technology. This contract will involve further development of the new GPS cards to be used in ground, air and maritime platforms, along with a common module for broader applications. These cards will be capable of receiving existing GPS signals along with the newer M-Code signal, which provides for increased security and jamming capabilities. The core technology, common to all the different cards, developed under MUE and to be continued on MGUE, is the Application Specific Integrated Circuit (ASIC), which must be procured through a specific trusted foundry. Extensive market research by the Air Force over the past 4 years has not yielded contractors outside of the 3 MUE incumbents who have demonstrated the ability to perform under MGUE. Award to others would result in large duplicative costs to the Air Force.
