- The Library of Congress intends to negotiate a sole source Firm-Fixed Unit Price contract for ccmMercury Software Upgrade. The minimum needs of the Library of Congress to upgrade ccmMercury v4.0 client to ccm Enterprise v1.0 web and hands-on training to designated LC IT staff in the use and application of the most recent version of ccmMercury software can only be met by one responsible source and no other supplies or services will satisfy LOC's requirements (FAR 6.302-1) The contract will be awarded to: WorkDynamics Technologies Limited 50 Hines Road Kanata, Ontario K2K 2M5 This Notice of Intent is not a Request for Quote. NO SOLICITATION WILL BE ISSUED AS A RESULT OF THIS NOTICE. Additionally, no award will be made on the basis of quotes or offers received in response to this notice. Market research was previously conducted and it has been determined this is a sole source requirement per FAR 6.302-1. This is not a request for competitive proposals and NO SOLICITATION AVAILABLE. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within five (5) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
